02 — The thesis
AI is not a new sector to add. It is a new layer to put beneath everything we already do well.
Tamil Nadu has the broadest industrial base in India. Intelligence multiplies a broad base more than a narrow one. Salem is where that base actually is.

Smart Manufacturing & Robotics by 2047 — AITN’s largest engine
Sona Incubation Foundation, Salem, has been IIT Madras Incubation Cell’s first-ever Partner Incubator since 27 August 2021.
The link between Salem and India’s most successful research park already exists. It has simply never been used at scale.
05 — What it is

What we ask in return: a signed letter of intent before ground is broken, and a commitment to the credit-point obligation. This package is drawn from the blueprint’s ₹132 crore line and has not been costed against a signed budget.
08 — The credit point
Rent is not enough to be here.
Every tenant accrues 100–150 collaboration points per year, per 1,000 sq ft — earnable only through documented work with Periyar University or Sona.
Points are published annually, per tenant. Below threshold for two years, the lease is not renewed.
Adopted from IIT Madras Research Park, where it has worked for fifteen years.
Collaboration points per year, per 1,000 sq ft
- Joint projects
- Funded internships
- Shared instrument time
- Co-supervised theses
- Licensed IP
09 — The honest page
What we do not have yet.
And the honest scenario
Tamil Nadu’s $5 trillion is the upper case, not the forecast.
10 — The name
Why Periyar.
“to develop the scientific temper, humanism and the spirit of inquiry and reform.”
Article 51A(h), Constitution of India — a fundamental duty
Periyar made scientific temper a Tamil idea before the Constitution made it a duty. Tamil Nadu has a university in his name, a science centre in his name, and a library being built in his name.
It does not yet have an institution in his name that builds things.
11 — The ask
